8.4.1 Scale of the Engagement
"An engagement is declared a battle when both sides have 3,500 men or more present at the same locality."

ROMNEY has been declared a battle and will now proceed as a tactical simulation. The status of the "Battle of Romney" will be maintained until one side orders a withdrawal from the locality, even if it takes several days simulated days.
It is not required to engage constantly through the battle. The players are free to take positions and wait on the enemy, await re-enforcements, disengage and re-deploy in another part of the Romney locality, shell enemy positions without attacking, skirmish, reconnoiter, etc.
Players may submit their first orders at any time from now.
