Battle! Off Road Movement Allowed

Under simulation rules, units must stay on roads and can only be ordered to deploy at households or towns designated on a map and located along a road.  Skirmishes are fought under AI, and will always start along a road.

Now that a battle has been declared at Romney, players are free to order men to move off road and deploy at any location desired in that locality.  Woods, hills and other off-road terrain features are no longer off limits.
